70342 Hot or Not script

I am looking for someone that can create a script that is very similar to hot or not, this can be either a pre made script or can be from scratch. PLEASE be familiar with hot or not and its features BEFORE you post. Here are a list of features. ON THE FRONT END OF SITE Rating system from 1-10 Double match system Search field, either by screenname- state, city, city and state, age, keywords, or all Members can not send messages to double match's unless they have paid for membership Needs to be template based and easy to change designs top 10 people share your rating (direct URL of rating and picture) Needs to be integrated with pay pal IPN so I do not need to upgrade memberships manually. 3 to 4 banner system where banners can change automatically in a specified period of time When members pay for membership they can send emails to others on their double match list ADMIN SECTION Need section to approve pictures and profiles (about me and keywords ) ( about me and keywords section needs to be editable to take out contact info if they have put that in) Membership info Member status, and ability to give members free months (up to 12 ) Banner manager How long to display banner (in seconds) how many times banner has been viewed, how many times banner has been clicked Mediators Section to ad staff and give them different levels of access to the ADMIN section Email Ability to email all members, members with unapporoved pictures, paying members, and non paying members. Different groups If you have a resale license for I-Rater platinum for less that the 97 retail cost let me know asap Half of payment will be given upon completion of full script on your server and the other half upon one month of working script on my server to get all bugs out in live version and satisfaction of site. I want to see a FULLY functional site with all features that are above before I will pick a programmer. I have tried to have a few people work on this and no one seems to understand all the features that are involved.
