Set up Drupal sites replicating our sites

We have three existing websites and want them recreated and ready for us in Drupal. Thus, we'd need the template set up for us to covert content and existing images and ads. It requires "maps" of the USA whereby you create a "click" to the state, then click to the city/town and then our images (ads) go up. We place lots of advertisements on these sites and need the Ad module to work correctly, and the multi site to work so we can upload one advertisement to all three of our sites. The sites need to be similar to a news theme like Open Publish or another theme that is conducive to posting articles with good images (news website) and can operate in a 2 or 3 column template. We need it to be aesthetically pleasing and put in colors that mirror our existing sites. Each site involves a menu bar with an average of 8 menu tabs. Easy simple design: news articles and ad guides that show listings of images per ad guide. Please quote on nothing more than setting us up to replicate our sites. See the travel and leisure area of the sites for an exact map to be set up. And the real estate area and so on. If the Drupal site sets up menus (click up menus) that give us the same "click and go" features --- click bar ---- that is fine. but we need the map to navigate as well.
