Finish up website - CSS skills needed

I need a fast turn around on this. You should have top level CSS skills. Some PHP and HTML too. The site is already coded in CSS, I need help to place content and make a few change, and I want it faster than I can do myself. I estimate 2-5 hours if you're skilled with CSS. [url removed, login to view] First, change the index page to like this [url removed, login to view] you will create a header and footer based on the example in the jpg (don't mind the odd fonts/placements in the jpg, it's just a sketch). The actual menu will be "Home | Our Properties | Advertise with Us | Advertisers' Advantages" not what you see there now. You will use includes to place the header/footer in every page. In the right column, the announcemnt section will be a feed from WordPress. The testimonials section will be changed to "new property". The empty blue section in the main part of index page will be a flash file we're working on. under it will be plain text. I'll need a series of pages like this [url removed, login to view] one for each of the sites we'll be displaying and a blank one for any future ones. On the right column, under the image of the site, we'd be listing traffic stats, not what's there now. The logo would link to the site, etc. Create another version of this template which will simply have in the right column some text we have customized, and use this for the pages such as contact us, sitemap, about us, terms of service and the like. Then, use the template in WordPress. Design should fit itself very well into the standard WP layout, header/footer menu in the right column, main content area. Other miscellaneous things to create, an "all properties" page which includes a brief description we'll provide for each site, and you'd link to each individual property page. A sitemap, listing of all the pages on the site. The form for the contact us page. Partners page, with a logo from the partner, link and brief description.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
