Image Uploading Web Project

Hi, i need a website like : [login to view URL] but with login database. the register must have the following features: - account status (free,silver,gold,custom) - image upload - image delete - image manager ( like a browser but when user selects pic a preview apears, with resolution and size) - image renamer admin interface: - add/del users - upgrading/downgrading accounts - custom space/bandwith accounts - members stats (like how many bandwith the user spends/how many hits) - auto suspend users after it reachs it's bandwith limits - and others. must have paypal/e-gold/moneybookers payment system ( admin interface can enable or disable one/some payment systems) don't forget to do a file for database creation. full flash website is preferred as long as the programmer is talented enough for doing it. please post your bid with/without design (except for flash sites), also payment is after installation or per agreement. also if the bid range is not adqueated please say so and post your offer and/or your previous works. thanks for your time
