simple app for family management - no moving images

Preparatory Work Completed & Requirement I have completed the basic design work on my PC for an app including graphics on Photoshop, spreadsheet type functionality on Excel (both attached) and page layouts which I have loaded up to a website for shortlisted bidders to refer to before we enter into a contract. I want to hire a programmer to translate, adapt and develop these into a fully functioning app - primarily for iOS devices (iPads particularly) and, dependent on cost, for Android and PC/Mac users. App Functionality Required Essentially what I want the app to do is enable users to: (1) customise a provided image to create a template for a bank note - import an image of their own into a standard template for a pretend bank note, change/personalise two lines of text in that template and print off sheets of these banknotes in 7 different denominations and 7 different colours; and (2) amend and extend a spreadsheet - review and amend the contents (add & remove items, change words and numbers) of 7 simple spreadsheet like tables (3 are really just extensions of another 3: one set that enables users to enter new data that draws on and makes calculations based on info previously entered into the first set) and print these off. (Effectively these make up customisable rules and book keeping for a game to be played with the banknotes entirely off line in the real world) In addition to the above there are two additional pages through which users set up basic information about their bank notes and then enable them to access the above mentioned pages and manage their account. I would also like users to be able to request and print off a graphic readout of the changing balance of each account over time. Further detail of the exact requirements is provided in the attachments - (1) a pdf that expands on the above, shows the image creation template structure and provides a website address at which there is a mock up of the app, and (2) an Excel spreadsheet showing the tables needed
