We need a module that can silently observe and modify outgoing SMTP traffic from the installed machine. It should have the ability to consult a configuration file that tells it certain lines to add to the end or beginning of the email, and to add attachments. It needs to be email client independent - it should work at the system level. Depending on the complexity it adds, we may also seek to have it be able to modify outgoing Webmail traffic from the machine as well (e.g. Hotmail, Yahoo, etc.).
It should keep a local log of the recipients of emails it has modified. The configuration file should be able to limit the number of times a particular recipient will receive a modified email, using the log.
