ASP.net - SQL expert assistance to finish a project

We have a system that is 80% done. We need it completed and then ongoing support. The main database receives data over the web from remote hubs. Simple data- hub id, sensor id, date,etc. The Hubs initiate activity, they also check in with a ping every hour. The database has reports that allow users to view activity via web or mobile applications. The database will also sent out notifications if certain conditions are not met. The system is working now, with the exception of the notifications. There are also some time zone issues, as our system will report based upon the time zone at the Hub, rather than the time zone of the server. New UI for users have been designed and prepared in HTML5, but need to be programmed in. iOS app is working, but needs to have better UI. It also needs to get through the Apple Store. Android app, same thing. The first step will be to understand existing structure. Then understand what new improvements are needed. I am looking for an individual or small company who understands this technology, who is a thinker to figure out solutions, and can communicate and complete the job. I will need some idea of what it will take (# of hours) to get up to speed and then work through some of our issues. There will be lots of moving parts to this project.
