Azure based wordpress site cant send email or use curl

Need a bug fixed.
Site works fine on DEV, but when I moved it to an Azure web app everything works fine except I cant send out mail and curl functionality is not working either.
Looks like Azure web app needs some changes to get wordpress working on it. Need someone who knows how to fix this.
