Browser (Chrome) extension to trigger pop up/under windows

We need our existing Chrome browser extension to trigger pop up/under window on user's mouse click event. We need an expert JavaScript and Chrome content script developer to write code to achieve the followings:

1. The extension will set a unique cookie for each unique user;

2. The extension will listen to user's mouse click event on any/all websites the user visits;

3. When the user click and go to a his destination URL, our extension will load a separate, customizable pop up, or pop under window with our desired URL;

4. The extension will listen to a background page written in PHP to get instructions;

The instructions will be:

1) whether to load a pop window or not

2) whether to load a pop up or pop under

3) if pop up, whether to load a full new tab or a customized size window;

4) if customized window; set each parameters - target URL, name, height pixel, width pixel, left pixels, location, menubar, scrollbars, toolbar, top pixels

5)time interval to load a pop up/under, for example, we may set to load a pop up once per hour, or once per 24 hour, or once 10 minutes for each unique user (by cookie); so it won't load a new window every time it clicks something.

6)set a maximum number of loads per 24 hours per cookie, if the number is reached, the pop up window won't be loaded.

You should provide the whole extension, including the content script and the PHP code in the background page the script is listening to. The PHP code can store and read data from MYSQL if necessary.

Note, our extension is already existing to perform its own functions, as long as your code is modular, it should be easy to integrate it into our existing extension. Anyway, we will require you to integrate your code into our existing code to make the whole thing work nicely.
