How much cost finally? A1. this is basically a webstore linked to a database, usually mysql. You store the data in the database, then use the pages to search, format, and display the output. One the items are added to a cart of some type it is forwarded to a payment site, like Paypal. A2. Hard to say if this is 100% scratch or not from looking at the html output from the server. The way I work is I write everything from scratch based on your criteria. I have been programming for 30+ years and have millions of lines of code I use as a valut. If there are parts that can be used again, I do so to speed up production. A3. These are really not apps, as I said in A1 its a webstore. You basically create the database, figure what search options and category displays you want to start out with. A4. Paypal allows developers to talk directly with paypal from your server, not through the clients web browser. This makes sure everything stays secure. I set up all most all my sites this way. A5. Hard to tell from simple output display from site. It will be either linux or Microsoft. I highly recommend a server that runs on Linux as it is much more secure, and make sure it also includes CPanel.
