Build a Directory Website with CMS

This project is to develop a directory with corresponding CMS. Four different user types will all have their own personalized experience when creating and managing their profile/ad(s) on the website. The directory will also include multiple locations across different countries and offer various membership plans. We are looking for a talented freelancer (or agency team preferred) with advanced knowledge in PHP (we like Laravel framework but open to others), jQuery, MySQL, HTML5 as well as some knowledge of CSS3 to build this directory with all the necessary requirements. We are more concerned in the start of this project about the freelancer(s) ability to create a good, clean base code framework with all working features needed rather than the directory's visual design. However, the freelancer(s) need to code the front-end of the directory to meet certain user experience and mobile responsive needs. Colors, graphics, fonts etc. are secondary in the beginning, but will be addressed more in later project stages. Freelancer(s) can work from any location, however continuous communication is required to address any issues that may arise and to report on progress. Strong English conversational and written ability is required to help prevent miscommunications. We are willing to pay a fixed price with payments made at certain milestones. The time frame for completion of this project is 6 months or less.
