Convert mockup landing page to webpage CSS,HTML5, URL links, icons etc

Hello Freelancers, I've attached a mockup of a single webpage that I would need converted to CSS, HTML5, basic RESPONSIVE design (should work on tablet) In short, i need to create a small landing page that allows me to quickly open links to other internal links The project involves: - make necessary changes from raw mockup to professional look - creating the CSS/HMTL5 code for the different areas - cleanup/include basic icons - choose either Option #1 or Option #2, so long as the click URL area works - Make the whole section reuseable such that i can add additional "block/links" This is a small project, but I would like you to treat it like like you would a big project. No cutting corners, and autonomous to deliver the final product. We are looking for a 2-4 hour turnaround time on this. Good bidding.
