Create Responsive Website Templates

I am looking for help creating a new set of website templates. I'm looking for someone who knows best practise HTML5 and CSS3. I expect you to be using technologies such as Grunt, Bower, and Compass. I expect code to be organised and created using the provided coding standards. The templates produced will be converted to work with a CMS. The successful applicant will not need to do this, but knowledge of PHP and Twig would be an advantage. The website contains lots of videos and other resources. Templates are required for the homepage, media pages, and other pages of the site. Static mockups are required and will be converted into templates to work with the CMS. The website doesn't currently support mobile devices, but the new templates must be responsive and work across all devices.
