Create database from existing excel files/ write software

We are seeking an application with a multi level field selection process which would spawn additional fields relevant to suggested criteria which would be selected by the end user. Upon sign in to the web based program which our clients could access remotely from anywhere. The user would first select "Gender" "Height" and "Weight" depending on the field selected (i.e. Male or Female) distinctive sports will appear to the end user, for example: Male = Basketball; Football; Baseball. Female= Basketball; Volleyball, Softball. Each sport would likewise posses distinct subcategories (positions and trial events). Arising out of the information given to the program a graph depicting where the particular athlete's examination populates them on a percentile scale between 0-100%. 50% being the 'mean' or center of the bell chart, contrary to our pre-populated conglomeration of assessments we have recorded of each trial event on documented here at our facility over the past 10+ years. The users location on the bell chart would be determined by age, gender, sport(s) of participation and position in given sports.
