Create a shopping cart that will integrate with Amazon's shopping cart API

Greetings, We would like to hire a skilled programmer to create a custom shopping cart solution for our small e-commerce website. Our entire store, including the shopping cart is based on Amazon's product advertising API. For example: creating a cart, adding a product to cart, updating product quantities and deleting a product from the cart, all requires a request to be made to the API. Unfortunately, Amazon's API is not reliable. We have "missing carts" constantly and the API in general seems to be inconsistent and undependable. We would like to create a custom shopping cart that is completely independent of Amazon's API. Our store will still be based on Amazon, however we would like to take control of the shopping cart. Ideally, this can be done by "capturing" information from our product page (or directly from the API) and sending it to a custom or existing shopping cart solution that is reliable. When the customer is ready to checkout, the custom cart should be able to submit the contents to a splash page which will then submit it to Amazon's API to complete the order. Some of the features we would like to have are: A 60-90 day session "cookie" that remember's a customer's cart contents. If a customer comes back within this time frame, the cart should be able to automatically update each product's price and check if the quantity is still available. The cart should also do this update for stale carts.
