Create a wordpress upload theme

The theme must look exactly as I say and must do exactly what I say below. My budget is around 300$-400$ The front page must look like this [login to view URL] When you click "select file to upload" a popup pops up for you to select a file. Any type of file must be able to be uploaded. when you click "paste link to upload" if the link is a direct download then it will upload that file or if its an image it will upload the image file. After you upload a file it must bring you to the download page which will look like this. [login to view URL] When you click download the file will download to your computer. When some one goes tot he direct download link. It will automatically download without even bringing them to the download page. The upload date is when it was uploaded, the file size is how big it is and the downloads is how many times it has been downloaded. there must be a settings page that looks like this [login to view URL] The bitcoin address will be the numbers displayed in the top right. The Maximum upload size will be how big a file can be to be uploaded (ex. 100kb, 1gb, 1tb) The first ad space will control the ad above the content and the second ad space will control the ad below the content if both are being used then it will look like this [login to view URL] If only one are being used it will look like this [login to view URL] if none of them are being used then no ads will show up. The save button when clicked will save all changes. this must be a theme that i can upload to the website.
