Custom client portal

I am interested in having a client portal built so that we can better manage client communication. The area of practice is immigration, which means most information shared is confidential – so security/privacy is a priority. I would like the application to be developed in PHP and MySQL. The website is running on WordPress, but the system doesn’t need to be fully integrated. If we can deploy it in a sub-directory (e.g. /client-area) that would be preferred. The new website design is very clean/simple so it won’t be difficult to give it a similar design. I am happy for the system to be built on top of a framework like Bootstrap. The following functionality is required: • Users are created by an administrator • Users can login to a client area • Administrators can access individual clients via an administration panel • An email message centre where users can contact administrators and vice-versa • Users can upload documents • A message can be attached to the uploaded document • uploaded documents can be viewed in chronological order by administrators and users • Uploaded documents can be downloaded/uploaded/deleted by both administrators and users • A template system to generate notifications • Users can access a knowledge base that contains information relative to their case • The knowledge base is searchable • All client interaction can be exported to excel spreadsheet by administrator (event export) Users must be isolated from each other. Information should not be shareable between users. An administrator-to-user relationship is imperative. At a later stage we will be looking to expand the system further, adding additional functionality. This could lead to additional development work if we are happy with the end result.
