Declaration process to advance to the next level

s,This project is for USA Track and Field youth track meets. There are a series of track meets across the nation where the top finisher in every event will advance to the next track meet until they reach the championship meet. there are approximately 57 associations and 15 Regions across the country. There are approximately 3 to 4 associations per region. Each association has their championship track meet where the top 8 athletes in each age division and each event advance to the Regional championship. What I need is to be able to upload a Microsoft access database(.mdb) to our website which contains the results of each athlete that competed in the track meet. each athlete must then declare and pay a fee if they intend to compete at the next level which is the regional championships. There will be 15 regional championship track meets with approximately 3-4 association per region. When each athlete declare we need a page where they will be listed in the performance list and the events that they declared for. When the declaration period is finish, we will need a semi-colon delimited file generated with ever athletes meet information so that we can import it in the hy-tek meet management software. I can give you the format of the semi-colon delimited file later. There are a lot of details and we have to discuss it intensely in order to completely understand what we need. knowledge of track and field would be extremely helpful.
