Develop a web-based system with PHP Laravel

i have a static web based admin dashboard that was already created in HTML Script ([login to view URL]). I need to make the HTML into a dynamic CMS system that will be accessed by a 6 different type of user role. The system MUST have at least basic function; 1) Login/logout system 2) Session timeout 3) Security, 4) User Profile, 5) Email Integration, 6) Search filter box, 7) notification, 8) Validation, 9) Page progress Bar and much more...These function are already exist in the admin dashboard template. All this documents will be included together when developing the system 1) HMTL Script 2) Architecture System 3) Unified Modelling Language 4) MFD - Module Flow Diagram 5) URS - User Requirement Study 6) ERD - Entity Relationship Diagram Freelancer that have good knowledge in both mySQL and Microsoft SQL server have the advantage.
