Development Schedule Follow up

i need a software to track the development of a project development to be divided in different phases & all phases to be assigned a specific % it should keep track of schedule & should keep on sending messages of delay if happening at any stage of development should send status to customer also for updating the progress rate should keep record of all purchases made to evaluate or to compare with previous purchase at any point of time should calculate each & every min spent by any person on that project to calculate cost at any point of time should be user friendly / ease of use as it will also be used by unskilled / uneducated persons Only those should bid who believe in value for time , if project not finished on agreed time frame then should be treated as cancelled
