build html for a layout

I am looking for someone on a ongoing basis that can put together some basic html pages for a admin system that I am building. I am using this theme from theme forest [login to view URL] So basically I would give you a description of what the html page would be, (mostly tables and forms, but maybe some charts eventually.) Then you would build the html for the page that a programmer will use to make that page functional. I am look for a rate that you would charge for this. I would prefer to have this be on a per page basis, but I am open to suggestions. If you interested bid with the amount you would charge per page. This is for html only and no programming. Thanks
