build website with upload/search function personal items inventory

this is very small and personal use project . i have a spreadsheet that i need to upload on website (xml format) . it has mostly used and some new auto parts that i have in my inventory . website for now needs to have a login for now with admin functionality , where i can create user ids and passwords , delete accounts , update info , etc. i need to be able to search inventory by part# , make , model , year , year range (xx-xx) . etc. site needs to be designed with tabs on sides and top . very last century design. i can provide examples to designer . i dont need nothing superfancy in design, i need it to be fast , and user friendly.
