configuring Wowza Media Server and JW Player setup

We are a small Czech firm prefer using some local or in our region. Communication in English is a must
Our most urgent project is the streaming problems our viewers on slower and lower quality connections experience with the stream dropping 2/3 of the way through playback. Additionally, RTMP streaming has become extremely slow/unusable for a large number of our subscribers.
It is important to point out that the media files are hosted on servers in one location. Our server where our website is hosted is in the another location. One location hosts website and all user files etc. The second server is a proxy server which calls up the media from the 2nd location. I believe it is within that connection that the problem is happening. Overall streaming issues occur for users on a variety of devices and connections.
Additionally, I think we need to amend the Site and Scripts as follows:
1) Change the User Playback Preference page to include the following options:
a) MPEG-DASH
b) Adobe RTMP
c) Adobe HDS
2) Amend the '[url removed, login to view]' script to allow for the above streaming types
3) Update the JW Player. This will allow us to stream to Android, iPhone, iPad and Adobe Flash Player. The JW Player we want is their Premium player which includes HLS Streaming which can be used to stream to all of the devices listed above (Android Jellybean 4.1 and higher).
The Wowza Streaming Engine can stream the following types of files:
MPEG-DASH
Apple HLS
Adobe RTMP
Adobe HDS
Microsoft Smooth Streaming
RTSP/RTP
Please provide an hourly rate on the first project and then we will discuss which is better for additional work - an hourly rate or per project rate. The first project may have some troubleshooting or you may decide to rewrite the code.
