you mentioned webrtc, do you want to store a bunch of encrypted videos on people's browser's local storage like cookies, and then someone else retrieves a video not from a server but peer to peer and they need token to decrypt/access it? or do you just want to encrypt video streaming, like someone's on their camcorder and you want encrypted streaming over webrt. if it's this one, it's going to be a lot cheaper than the first one
