I have extensive experience designing systems to detect vehicles, passengers and licence plates in images to high degrees of accuracy. Many of my projects are for real time systems, although your parking application is easier as it can be done with a relatively slow update rate. I will employ both computer vision and machine learning techniques to reliably detect the vehicles in the parking lot from example images you provide. The key to getting this right is to suppress the false detections while maintaining high detection rate. A system I recently developed to detect vehicle windshields detected 100% of sedan windshields with 0% false positives with only minimal training of the deep convolutional neural network. Traditional approaches such as backgrounding are prone to false detection events, such as those caused by trolleys, birds, animals, clouds, sunlight changes etc. I will use similar technologies to solve this problem in a robust manner. I can also provide tools to ensure the software continues to work for other installations as well, for example if you choose to change the zoom level or the camera angle. In my response I am assuming for now that the code will run on an x86 computer, ideally with a Linux OS (e.g. Ubuntu), and that a direct interface to the camera is out of scope (e.g. the filesystem will be used as the processing intermediary for the images).
