custom template for my HYIP lister site

Hi Freelancers, I am looking for a smart, and capable individual who will help in designing and customizing my own template for GC Hyip lister pro script Here you can see CLEAN script: [login to view URL] I would like to get high quality template. Finaly site should be look good as this one: [login to view URL] NOTE: I have already hired 2 designers that couldn't do what I asked. This was not because I'm asking for some hard stuff, but plainly because they didn't know basic CSS/PHP or anything to complete the customizations.. So I am looking for a PRO! Who knows CSS, and all the website stuff. Hope to hear from you, and I cannot pay a ton, so if you have big fees, do not apply!
