Develop a Blockchain Voting Platform

Hello, I am looking for someone to develop a blockchain (Ethereum) based project for me.
Here are the things I need:
- Creation of the smart contract and tokens
- There will be a private ICO, so I will need a way to collect funds, The rest will be airdropped and distributed as a bounty.
- The Website Itself.
The idea is very simple. It is a voting platform where users can vote for their favorite ICO using the token only.
There will be a list of ICO's that I add in admin panel. Beside each project there will be a VOTE button, which will have instructions on how to vote.
In admin panel I should have statistics for each project.
ETH Addresses that voted, how many tokens spent.
There should also be an anti fraud system so that users don't use bots to vote.
Each user can only make 10 votes per 24 hours.
To get a better idea, I found a Russian voting website for a best server of a popular game ([login to view URL])
You can check the website and translate it using google translate. That website requires real money to vote, we will need to use a coin created to pay for votes.
