I would code this in HTML canvas & JavaScript. With the assets provided, I don't foresee issues.
I would be happy to make this responsive, as in - the canvas would fill the container element, and keep the aspect ratio, on window/parent element resize, it would scale to adequate size.
I would also write a small API in PHP which would store/retrieve the scores, which the app would use. We can implement a simple cheating prevention, for example when someone starts a game, generate a "game key" (a random string) and pass it to app, which needs to be submitted when the score is sent to the API, and the score is rejected if the game key is invalid or has already been used.
We can have a few variable assets, perhaps some images you will want to replace based on the marketing campaign - logos, branding, etc... replacing them would be as simple as replacing a few image files in a directory, I can create a sub-directory for variable assets so you can easily find the ones that should be replaced. As long as you keep the image dimensions the same the app should work just fine using the replaced images.
I didn't manage to get too far in the game, but would be happy to try harder if shortlisted so that I at least pass the first level. Ketchup is the only topping I managed to serve so far.
Code would be clean and easy to maintain in case you want to in the future.
