edits to custom and responsive php forum

needing timezone changes and other edits done for a custom php forum. I stress custom php. You must have many years of proficiency in designing forums from scratch using php with responsive design along with bootstrap skills. The forum is already built using php and responsive, just need some edits such as timezone and other details. please do not bid if you cannot show custom design proof. i will need this done pretty quickly so dont have much time to wait and only a proficient person can get this done in a timely manner. I prefer individual designer that i can stay in contact with but will consider a team if it can be done quickly. skills needed are bootstrap, php, mysql, responsive designs html and css scripting.
