Help me set up a simple streaming audio server (US only)

Hello, I would like to get your help in setting up a simple but specific type of audio server. The deliverable I would like is a step-by-step set of written instructions that will give the following functionality: 1 - Using any web browser and built-in or external microphone on the user's computer, the user should be able to speak a sentence into the microphone, and then have the server play that sentence back to the user after a certain time interval. 2 - The time interval should be adjustable by the user to anywhere from 0.1 seconds to 10 seconds. 3 - If the user begins to speak a second sentence before the server finishes playing back the first sentence, the server should be buffering that second sentence as well, and then play it back to the user as it did for the first sentence. 4 - Essentially, the above steps mean that the server buffers anything the user says, so that it can then play it back to the user, between 0.1 and 10 seconds after it was said.
