Interview process on existing website

We have a current registration process where the user goes through each step/page (9 of them so far) and enters in the required information.
This form is quite involved and quite often the form will time out. The data gets pushed to the db and so the user cannot complete the sign up process as their email address has been captured.
And so, we're looking at striping the registration form back to a couple of fields, and then once the user registers, they will be required to complete the interview from the client dashboard.
The information required is personal details such as banking, tax, vehicle etc.
So we're calling this an interview, and was thinking that graphically, the interview would appear as manila folders on their dashboard that is title '<Firstname's> personnel file'
The task is to present a design, either an original or existing template, that will:
- Sit at the top of the dashboard
- A user can click on any of the folder tabs (up to 15 folders with individual names, i.e. tax) where they can then complete the required fields.
- When each tab is fully completed, the folder would either disappear or turn green
- form would overlay on top of existing screen rather than open a new page
- The most important tabs would bounce (like on apple OS icons) to remind users to complete them.
- show a progress overview (eg Profile now 42 % complete)
The site is an ASP site with a MsSQL db.
