Javascript, Analytics Tag Manager expert to track chat ([login to view URL]) and set European cookie Law

1st task
I need to track in google analytics when somebody clicks on the chat button on this page:
[login to view URL]
The chat is: [login to view URL]
With code provided by Ladesk it seems impossible tracking it so you will have to create the code to show the chat button the same way it is now, assigning a class and send an event to analytics when clicked.
2nd task
In Eu we can't set any cookie until the user scroll the page or accept the cookie law so you will have to block via tag manager all the cookie until these events happen.
