Joomla Website management technician needed for now and possible ongoing basis

I am looking to hire a web technician that can help my company with our Joomla formatted website. We were working with a freelancer who did a good job on 95% or the site and we are looking to find a new freelancer to work with on that 5% to complete but also someone that we can work with my staff on an ongoing basis for assistance and smaller or bigger projects as our website grows.
we have all the ftp, access -logins etc.
Even though we were still happy in the end with our last freelancer we did learn that this project we need to be completely certain that the communication on when you are working on things and when we were reviewing then is agreed upon before we start.
