Need a simple custom Shopify APP / Information Bar APP

We are looking for a developer who can create a really simple custom Shopify App that will work on multiple websites for multiple of our Shopify accounts. NEED: 1. A custom information bar that a Shopify store user can place on top of the page, above the menu, or below the menu. 2. This bar needs to have an ability to be editable. The text displayed on the bar must be editable. 3. Bar needs to have a drop down text link with an arrow pointing down and a capability, that when clicked, it opens up and pushes the rest of the content down. 4. The open part of the bar needs to have at least 3 different layouts that a Shopify user can choose from and customize: a. picture on the left, content on the right, button link below content b. picture on the right, content on the left, button link below content c. picture in the center, content on the right and left, button link below content on left and right (ability to only choose one button) Please see an image attached.
