Rebuild a SAAS system in Laravel followed by ongoing development work

I have an existing active subscription site with users. It is a custom scheduling system written in CakePHP a few years ago. It hasn't seen active development in a couple of years now, and operation has been largely trouble-free. I would like to implement several new features, but I think at this point, the project needs a rewrite to a more relevant framework before continuing to build on old technology.

Initial project would be for a flat-rate rebuild of the existing site, preferably using the same database, so that eventually the system can transition without a massive interruption to service.

Prefer flat rate, but open to hourly for very reasonable hourly rates. I'm not rich, and I don't have unlimited funds, but I do respect people's time and work. My feedback speaks to my history here.

I'm happy to provide a peek at the system for qualified freelancers, but please don't open a chat and ask me for the URL. First, please let me know your experience with Laravel and your confidence level in ability to rework an existing product. Project uses an API to interact with Stripe and CPanel/WHM, but otherwise is entirely self-contained.
