Troubleshot existing uptime monitoring website + integrate Paypal

About one year ago we had this site designed by a programmer but are now unable to reach him. Basically we need someone to make sure the site is working properly and correct things as needed. The site basically test the uptime of the tested websites from servers in China. There is a script that is installed on third party servers in China. We will provide full access to the current installation and the test servers.
Work that needs to be done:
1) Check and make sure the test functionality is working properly (currently some test servers are not responding properly, reporting FAIL when the tested website is up; also after running a test, the site stays a long time before providing the results)
2) Integrate the back end (paid function) with Paypal so that clients can pay through Paypal
3) Change the site access to [login to view URL]
Budget for this project is $200 ; this is not an urgent project so as long as you can deliver the results you can take your time. Payment will be done by a single milestone which will be released once all deliverables are completed and site is ready to launch.
