Update Android and Iphone Blockchain Based App

I have this app published and in use.

I want to add Notifications to the app. I want to be able to write a message in a web panel and have it sent to all users of the app as a notification. We already have an admin web panel so this would just be something to add on. You will not need to create an admin panel from scratch. An additional feature to select specific users for a notification message is preferred but not required if it increases the budget too much.
I am not the developer. This was done by another freelancer. I have the apk and ipa files. I have SSH access to the server, zip files of backups of backend code and admin access to the mysql database where the data is stored. However, I do NOT have any type of uncompiled Android Studio/Iphone Package from the original developer. Also, there is no FTP access setup to the server. Access is only via SSH to the server files and access to the mysql database is via phpadmin panel.
