I need a new website. I already have a design, I just need you to build it. I am looking to set up a website for cars as a magazine style format with automatic article feeds so there is minimal operating by owner. The website will have space for advertising by car dealers. The plan is to add car sales soon after. Automatic article feeds would need to be set up by website builder.

let's discuss on this. Don't go with freelancers. Try a software company this time and see the difference. we are bunch of dedicated full timers and if we ill take this work then that I'll be in my priority list. if you want you can take interview of our php resources and then assign the project. choice is yours. try us once and I am sure you will get quality work in real quick time.
