Hi I could help you finding body measures. It will involve Machine learning and versions of haar cascade for full body features. as for measurements it needs to specified what kind of measurements do you want to extract. Do you want it for clothing industry? I can provide height and width measurements. Also it is unclear how you want me to get correct inner leg size from two photos. Margin error is determined mostly by picture quality. I will not work precisely until you provide a good picture (at least good 12 mp) I would estimate to deliver solution for preliminary tests in one week and to spend one week testing application and verifying progress.
