GIS - Script Development - Street Centerline Cross Streets

Dear Sir/Madam, I am a GIS developer and analyst with prior experience working on tasks such as this, from a background in environmental science and ecology. My skillset is fairly broad and includes working with ESRI ArcGIS, QGIS, GRASS etc; programming in Python and R; data management; spatial analysis; map design/cartography; web map development; and working with databases/SQL. I tend to use programming to solve most GIS problems, and in this case, I would write a Python script using arcpy and ESRI ArcGIS 10 for the task, which will be fully commented and include a basic manual for it's reuse. The basic task is straight forward enough, the main difficulties will be resolving the dead ends etc, but I have solved similar problems in the past.
