Clock app for Stock Exchange display

Hi my name is Alex. I work for an LED display company. What I am trying to achieve is the production of a clock application that ties into the time on your computer. It would be able to display the time as a graphic on a computer at the resolution of our choosing(application will need the ability to chose multiple custom resolutions and must be able to be shifted on an x and y axis on your computer). This clock will need to blink the last 60 seconds before opening bell and the last 60 seconds before closing bell. This will be a preset time. In addition to this, if it ever loses synchronization to the computer's time, it will need to display NYSE. Please reach out to me if you are interested.
