Realizzare dei software

Altro o non sono sicuro Python I need someone to SETUP my TA project. I would like to Develop in Python the entire project here on freelancer (my first time here), and I need some basics, like a free or cheap ONLINE IDE well setupped with debug/test space. Prepare or upload as a source a free or cheap css set (like Porto theme) and setup a relational db. The goal of TA project is to create a portal were freelances after registration can compile his profile, upload thumbnail.
