Computer Graphic Designer whose an expert Front end developer

Im building a custom made social network, there will be no open platform such as Wordpress, drupel, joomla and etc. being used. Certain plugins might be used considering on how strong an user friendly the plugin may be. This social network is very different then all the rest, so whoever the developer who will be chosen for this position will need to follow the project managers blueprints to the core. If the blueprints are followed very carefully the developer will have no problem navigating through the project smoothly. The project will be done in 3 phases and in this order. First: The design needs to be complete. Secondly: All front end development must be complete Thirdly: All back end development complete. The developer will need to be a expert in these languages. PHP, PHP5 Html, html5 Java JQuery C C++ C# Web API Adobe Flash CSS MySQL Administration Linux I will prefer all potential developers to be USA based!!!
