Create a Web Service (ASP.NET, VB.NET)

I want someone to create a web service in ASP.Net based on VB (NOT C). The purpose of this web service is for me to be able to modify it with additional requirements and as a consequence I will need the code delivered to me as a project I can modify in Visual Studio. This web service needs to be able to do the following things: Accept two parameters via a path in the following format: https://.../InputParameter1&InputParameter2 Return three parameters in JSON. OutputParameter1 OutputParameter2 OutputParameter3 Obviously I will change the names of the parameters to something more meaningful later. These parameters will need to be calculated based on the inputs (not looked up from a database). The actual calculation isn't important as long as there is one. For simplicity, let’s say: OutputParameter1 is the first character of InputParameter1 OutputParameter2 is the first character of InputParameter2 OutputParameter3 is the concatenation of InputParameter1 and InputParameter2 When the project is delivered it should be “complete” in the sense that if I chose to publish it immediately with making no modifications or additional build work it should be a functional, albeit pointless, web service. Similarly, I should just be able to open your project, hit “Debug” and have all the components necessary to run a local version of the web service successfully.
