Here are a few things that may help with the analysis. 1) A sketch of the balcony/ rooftop - this should include the support beams distance between each other and inclination 2) The weight of your planter boxes and plan dimensions 3) A sketch on where you would like to place your planter boxes on the balcony - not essential as I would be able to give you an estimate on how much weight you should be able to put on the rooftop / balcony I may also be able to suggest you a proposal for a temporary reinforcement of the rooftop/balcony if necessary just for the planter boxes but that can be discussed later.
