Windows Service on Windows 2008 Server to run Excel Interop

I need the code required to setup the environment required to allow the use of an application that has been written using the VB.NET Excel Interop to be able to read and write to an Excel .xlsx file while being run from a Windows Service that is running on a Windows 2008 Server. Current the code required for the Windows Service has been written and tested on a Windows 2008 Server and works correctly in its ability to poll a SQL Server database and pick up the parameters required to build a batch file that has the commands required to start the VB.NET Excel Interop based application that reads and writes to the Excel file. The code for the VB.NET Excel Interop based application that reads and writes to the Excel .xlsx file has been written and works perfectly when run from an interactive session utilizing the batch file created by the aforementioned windows service. The problem is that the application will not run correctly when the process to read and write the application is created and run by the windows service. I have tried to run the Windows service so that it logs in as myself in order to ensure that MS Office or Terminal Services licensing is not causing the problem but the application still fails to work. The code required is whatever is needed to take the working windows service and allow it to create a background process that will start the application that reads and writes the Excel .xlsx file. Note: Reading and writing to any other form of Excel formatted file is not acceptable as the files are multi worksheet for both input and output. DO NOT BID for the project unless you can unequivocally answer YES to the following questions; 1/ Do you have access to a Windows 2008 server, that has MS Office installed, to test your solution? 2/ Do you confirm you are aware that this project is not simply about writing code that utilises the VB.NET Excel Interop to read and write from Excel. it is about writing the code that sets up the environment that allows this to happen in a process started by a Windows Service running on a Windows Server 2008 system? 3/ Have you had experience writing VB.NET code utilising any of the MS Office interops? 4/ Have you had experience writing VB.NET code that creates and runs process from a Windows Service running on a Windows Server. 5/ Is the person answering these questions the developer that will write the code? NOTE: I am not looking for a workaround. I need the solution that will allow me to start my VB.NET Excel Interop based application from a Windows Service (as there will be many applications running in parallel) running on a Windows 2008 Server, and read and write .xlsx files in the background. I will provide the code for the Windows Service and Excel Interop based application as VS2010 solutions.
