Ringless Voicemail drop System in .net c# if possible

We are in need of creating a ringless voicemail drop system that we can use. We need it to be a pure ringless voicemail system that doesn't leave missed calls on the phone numbers.
We don’t need a complete application, just a sample code that is working to make a call and drop a voicemail in .net c# if possible. It can be a basic Windowsform app and an asp.net mvc service to handle Webhook if necessary.
We will implement all other business-related feature ourself.
Telnyx, or ringcentral API can be used for that. If you know a cheaper way to do that, feel free to proprose it.
Once again, we just need to do prove of concept and we will handle all the rest one we know how to do ringless voicemail.
We are US based company and will target users in US and Canada only so will calling 10-digit US phone numbers.
