Convert a Template to a Website

Hi, I wanted to make a website which will be based in Nigeria. It is a website for students or individuals to rent a room rather than a whole house. For example if i have to rent a house and i want to rent out rooms i can go on the website and advertise the rooms and people can come and get in contact with me about the room. Also it will have a registering process where people can talk about themselves and their interest so that people that want to rent out their rooms can judge if they will get along or not. Basically how this works is that we have two users, user 1 are people advertising their rooms available. So they will post pictures, videos about their room and then put a description of the property with the price. They will also include information about themselves and also information of the type of people they want as flatmates. Then we have user 2 who are people searching for a room, they can browse through the website to look for people that have rooms to rent, they can also post room request where they say what type of rooms they are looking for. They also can post up on their profile their information like their interest, hobbies, age e.t.c. The website will have payment features and also messaging features as well. Basically the project was given to someone to do and they made a mess of the project and didn't do what we wanted even after explaining carefully. the website is [login to view URL] and it was created using wordpress. We want someone to finish the job. We would like every page to be designed and our only input will be the text content of the website. We want some we can go step by step together through Skype meetings or other means to finish this project.
