Build an Online Store and App

This is a website and an App, data will need to be live and synched in each.
Basically the seller will need to be able to photo their item(s) for sale and list on my site.
The buyers will be able to browse items for sale with intuitive filters by item, size, condition etc. plus also be able to set up an alert system to tell them if a specified item has been listed.
If an item or items are bought, I need to bill the buyer and hold the funds which will be released when the buyer collects.
Once an item is sold, the seller(s) will wrap the items and write a code on the parcel. Once they drop the item at the pick up point they will record that it has been delivered. This will then alert the buyer that they can collect the item.
When the buyer collects the item, they will update in the app to say goods collected and they must record a rating (like Uber) of the item compared to the description.
The collection will trigger the payment of the item to be released to the seller, less any fees that I charge.
Remember that someone might buy in one shopping cart purchase from multiple sellers, so the individual sellers must be advised to code the items and drop them off.
The buyers and sellers will not have access to each others details in any way.
The goods being bought and sold are school uniforms!
Functionality that is important:
- customer sign up / create profile simple and intuitive
- ecommerce shopping cart with intuitive interface, filtering, and alert functionality
- integration between one shopping cart purchase and multiple sellers
- the creation of a unique code that a seller attaches to the item (they could be set up with a customer number and then just add an A, B, C or whatever to each purchase)
- rating system
- integration into an ERP
- integration into a CRM
- the drop off / pick up events
- collection of $ and disbursement of sale proceeds (bank or credit card details)
- ability to subscribe / unsubscribe to regular emails
- highly secure customer data
I've probably left out a bit, but interested to see who could do this, how much, and how quickly?
