Floating Buttons (draggable) opens an image file

Please note I am away for 12 hours from posting so immediate response from me is not available:
I am wanting to create a simple flash gallery that uses a floating button on a guideline to show a position on a map - please see this image for a mock-up of what I would like.

The image icon that you can see in the mock up is draggable - but the small line that connects it to the 'point' on the map must always remain connected. If the user double clicks the image icon then a larger version of the image opens.
In the code specification of this project I have included xml, but this is not totally necessary.
The whole movie must have a preloader though as this will hopefully (one day) be web hosted.
I am only looking to get the functionality in place - the floating draggable buttons, all graphics and additional images will be done by our designer once we have a working example.
